What skills the Tale Memory use depend on many elements such as party HP, party set up ,closest enemies and some random chance. I think for him to use the skill constantly is just a string of bad luck and happen every rarely.

've seen him use it 5 times in a row on me. It's pretty ridiculous. Note that he seems, just like most enemies, to do whatever he needs to do to kill someone as quickly as possible. If field attacks will kill Emi more quickly than directly attacking will kill your frontline party member (which is certainly true for an Endurance Gelyan and probably true for most Nera builds), he'll spam field attacks. eah, that's what happens when the front of your party has the best health and defense. Enemies don't seem to take dodge into account very much, which is why Nera tanking instead of Gelyan causes that irritating AI loop to occur much less frequently; the Tale Memory believes attacking Nera will get a kill more quickly than a field attack, so it just goes for her, as opposed to Gelyan who it knows it'll take forever to kill. Try meatshielding with Nera or even the High Priestess and see if that he
